The first of the Universal Credit regulations have released. Also the Housing Benefits regulations to implement the Benefit Cap from the Welfare Reform Act 2012.
Before they become law, the Social Security Committee, has the task of overlooking new regulations. They have issued a call for evidence– your chance to have a say on-
‘the coherence of the package of Regulations in terms of implementation, and whether there are gaps and/or unintended consequences that need to be addressed.’ and
‘Universal Credit Regulations 2012
(a) the rules and arrangements for EU migrants;
(b) support for mortgage interest;
(c) self employment and the minimum income floor;
Universal Credit, Personal Independence Payment and Working-age Benefits (Claims and Payments) Regulations 2012
(d) the implications of a substantial shift to online claiming;
(e) the date of claim and backdating;
(f) the payment period;
Housing Benefit (Benefit Cap) Regulations 2012
(g) the links with in-work rules, for example on the grace period;
(h) the potential impact of the cap across a range of policy areas other than social security; and
(i) the implications for the monitoring and evaluation of the impact of the cap and any necessary areas for mitigation. ‘
