Mike Penning,  MP,  has given a little more information on delays to PIP-

  • where to complain further 'Claimants are directed to raise complaints directly with the provider. If the claimant remains dissatisfied after completing the provider's complaints process they will be able to escalate their complaint directly to the Independent Case Examiner's service (ICE). The ICE will investigate a complaint against a provider in the same way as that of any other DWP business and report on performance annually...' 

So if your client has complained to Captia/  Atos about the delay in their administration and there is an inadequate response visit the ICE's website to complain further.

  • travel time to assessments- 'Claimants will travel no more than 90 minutes (single journey) by public transport to their personal independence payment consultation and in most cases far less than that...'
  • delays-' Our latest analysis is telling us that the end-to-end claimant journey is taking longer than expected. We are working with the assessment providers to address this. The most important thing is to ensure assessments are of high quality.'
