Ian Duncan Smith has launched a consultation on how we define child poverty. The idea is that we may need additional factors beyond the current system of relative poverty measured by those below 60% of the median household income level. A number of potential dimensions are proposed: income and material deprivation, worklessness, unmanageable debt, poor housing, parental skill level, access to quality education, parental health and family stability.
