A Housing Benefit circular has been issued explaining that a new guidance manual has been issued-
''To take account of on-going feedback from local authorities(LAs) and stakeholders throughout the year, our Discretionary Housing Payment (DHP) guidance manual issued in April 2014 has been revised. The guidance now includes an expanded good practice guide that offers advice on how DHPs can be used to support certain groups of people and is available on GOV.UK.
The guidance is intended to act as an aid to assist in implementing and managing local DHP schemes. However, in line with legislation, LAs have overall responsibility for how DHPs are administered and paid in their area.''
