Sanctions have risen in the last year. During the same session(see above) with the Scottish Parliament's Welfare Reform Committee, Neil Couling, was asked whether he could '...categorically tell us that you are not driving a target to have a set proportion of people going through the system who have to be sanctioned?'and replied'... Yes—exactly.... We want people to be sanctioned appropriately; that is part of the system. The outcome that we are seeking is not to have more people being sanctioned; getting more people into work is what we are about...we have increased the amount of contact with claimants. The chances of a person’s being sanctioned are going up simply because the number of interactions with people is going up'
