'Attendance Allowance(like Disability Living Allowance and PIP) can be viewed as helping fulfil the social model of disability. It is payment of bene t by the Government, as a right, in recognition that disabled people have extra expenses as a result of the way society is set up for able bodied people. It is to try to create a more level footing. For this reason it is not means tested, is a universal benefit, does not matter if a claimant works and it is paid to the individual. Attendance Allowance is for those aged 65 and over when they first claim'

'Positives about Attendance Allowance-
• A community care bene t aimed at helping people remain in their own homes rather than perhaps enter residential or nursing home care

  • Doesn’t matter if you have other income, bene t or savings

  • Can increase State Pension Credit and / or Housing Bene t and Local Council tax Support through premiums and additional amounts that might form part of the calculation of these benefits

  • Doesn’t matter if you work

  • Can still get if you do or don’t have care

  • Can still get if you do or don’t get help from social services'
