Over £23 billion of cuts in benefits were implemented in the last 5 years. A DWP study has shown the majority of councils are not spending their discretionary housing payment budget (leaving almost £7 million DHP funding unspent).

However total spending on DHPs in GB was around 121% of the total allocation as other councils have chosen to top up their funds to above 100% of government allocation(they can do this by up to 2.5 times their allocation).
