The first statistics on PIP claims are out.  The figures show that on new claims nearly two thirds are turned down.  If those on the grounds of terminal illness are included then the figure is around a half.   From April 2013- December 2013,  229,700 claims were started and only 34,200 decisions made(plus 9,600 special rules claims that were allowed).  We are awaiting more details on the reasons for delays from ministers soon. 

 

We don't know why there is a high rate of refusal yet.  From our reading of the law,  it may be harder to qualify than DLA for clients with variable conditions,  physical mobility problems or mild care needs.  Clients with learning disabilities or those with a high number of difficulties during the day may find it easier to qualify.  The new claim process may be of concern if it mirrors that of ESA assessments and if clients are put off at the initial phone call stage.
